Education in Somaliland is provided in public and private schools. Education is Somaliland is managed by Ministry of Education and Science which controls the development and administration of state schools, it's also has an advisory and supervisory role in private schools.
Ministry of Education and Science
The Ministry of Education and Science of Somaliland is a national body implementing the executive functions relating to the development of state policy and to legal regulation in the following spheres: basic education, secondary/vocational education, non-formal education, special needs education and higher education in both public and private institutions.
Somaliland Education System
The Somaliland education system has four main levels: pre-primary, primary/alternative, secondary/vocational and higher education.
Pre-primary (early childhood), integrated into formal education and private Quranic School systems, runs for up to two to three years. Primary schooling lasts for eight years and is divided into elementary (lower primary) and intermediate (upper primary) cycles, both lasting four years. Secondary education and vocational training also run for four years. The tertiary level for both systems runs for a minimum of two years with many running for four.

I am among the Team leaders from the MoEHE who developed the Somaliland Education Sector Strategic Plan (2017-20121) is a detailed planning document that provides a comprehensive outlook of the roadmap that the Somaliland Education Sector will take over the next five years. The ESSP borrows heavily from an evidence-based Education Sector Analysis (ESA) 2012-2016, looking back at the goals and strategies set in the Education Sector Strategic Plan of 2012-2016 and the achievements, failures and lessons learned. More importantly, the ESA provides a basis and relevant analytical information for the development of a robust, credible and realistic ESSP (2017-2021).

Analysing the education policies and sector strategic plans of Somaliland

This study examines the education policies and education sector strate- gic plans of Somaliland. For this purpose, qualitative research was adopted and data were collected from reviewing education policies, education sector strategic plans, the joint review of the education sector analysis reports, and the curriculum fra- meworks of Somaliland. Besides, data were obtained through key informant inter- views with purposely selected five higher officials of the Ministry of Education and through focus group discussions. Findings suggest that since its inception, the Somaliland education system was influenced by the Western curricula and the current education policy practice also has its own shortcomings to address the required access, equity, relevance, and quality of education. The lack of standar- dized policy frameworks, low funding, scarce resources, a limited number of quali- fied teachers and educational leaders, lack of unified curricula, absence of national language instructional policy, low enrolment, and high dropout rates of students, lack of favourable school environment, and shortage of required education data were among the major challenges deterring the education policy practices of Somaliland. Accordingly, establishing a well-designed education framework; devel- oping unified national curricula and language policy; enhancing the quantity and quality of teachers and school leaders; increasing the education budget and edu- cational resources, and improving the quality assurance and data systems in the country are some of the major practical implications.

Constructing Education as Human Capital in a Transitional Society: a case study of Somaliland's education reconstruction

The purpose of this article is to critically examine Somaliland's post-conflict education reconstruction. The work includes documentary analysis of the Somaliland Education Policy. The authors also draw on the National Teacher Education Policy and the Somaliland National Education Development Plan. The analysis of these documents is primarily informed by discourse analysis theory developed by Fairclough. It is argued that the policy text analyses indicate and favour an enterprise-oriented education ideology. This emphasises competitiveness in market environments both nationally and individually. Educational ideologies are closely related to political ideologies. The authors argue that since the collapse of the socialist government of Somalia in 1990, Somaliland has developed a new political ideology strongly informed by neo-liberal views. This research attributes the development of new education and political ideologies to the significant local-national and global interactions between the local education stakeholders, the Somaliland diaspora community and international non-governmental organisations (INGOs) that support the education sector.
